Prime Minister Pham Minh Chinh has just signed Directive No. 104/CĐ-TTg dated July 6, 2025, on enhancing the effectiveness of monetary and fiscal policy management and reviewing the performance of the first half of 2025. In the directive, the Prime Minister requested the State Bank of Vietnam to urgently consider removing administrative tools in credit growth management—specifically, ending the practice of assigning credit growth quotas to individual credit institutions. Instead, credit growth should be managed based on market mechanisms and risk assessment of each institution, with the development of a set of safety criteria for credit control. These tasks must be completed within July 2025.
