Asian stock markets were mixed today as sentiment was influenced by growing expectations of monetary policy easing from the Fed. Notably, Japan’s 10-year government bond yield rose more than 2.3% to 1.547% following comments on the Fed’s interest rate outlook by U.S. Treasury Secretary Scott Bessent.

On the afternoon of August 14, the Ministry of Industry and Trade and the Ministry of Finance adjusted fuel prices. Specifically, gasoline and oil prices fell across the board, with RON95-III gasoline dropping by more than 100 VND/liter, bringing its price below 20,000 VND/liter.

The State Bank of Vietnam (SBV) has issued Circular No. 23/2025/TT-NHNN amending 12 articles, mainly revising and supplementing previous regulations on cases where credit institutions are exempt from mandatory reserve requirements and those eligible for a 50% reduction in the reserve ratio under the Law on Credit Institutions No. 32/2024/QH15. The Circular also amends and supplements provisions in Circular No. 30/2019/TT-NHNN related to certain SBV units to align with the SBV’s organizational structure as stipulated in Decree No. 26/2025/ND-CP dated February 24, 2025. This Circular will take effect from October 1, 2025.
