- Nervously waiting for the economic data and comments of the Fed, Wall Street traded in the bleak. The S&P 500 fell less than 1 point to 4,127.99, after closing at a record high in the previous session. The Dow Jones industrial average fell 55.20 points, or 0.2%, to 33,745.40 points. Intel is the strongest loser in the Dow blue-chip index, down more than 4%. Nasdaq Composite fell 0.4% to 13,850.00 points.

- Government guaranteed debt accounts for 12% of public debt. The Ministry of Finance has submitted to the National Assembly a plan to reduce the annual net withdrawal of projects, with foreign loans controlled at 1.5 billion USD. The total disbursement value of Government guarantee projects is about 46,000 billion VND, of which foreign loans are 44,950 billion VND, domestic loans are 1,050 billion VND as of 2019.
