HPG: China, the world’s largest steel producer, plans to implement a licensing system starting in 2026 to regulate steel exports, as strong outbound shipments have fueled a wave of global protectionism. On December 12, China’s Ministry of Commerce announced that exporters of around 300 steel products will be required to obtain export licenses based on export contracts and product quality inspection certificates from manufacturers.
