US stocks rose in the session on Wednesday (November 23), as the minutes of the US Federal Reserve (Fed) meeting showed the central bank favors a softer rate hike in the coming months when inflation cools down. Tesla stock increased 7.82% after Citi upgraded the stock from "sell" to "neutral". Deere stock rose 5.03% on positive business results.

After a strong net withdrawal last week, SBV has returned to the state of net injection in the early trading sessions of this week. Specifically, for two consecutive days, November 21 and November 22, SBV temporarily suspended the issuance of new bills. At the same time, net loans to banks are VND631 billion and VND2,568 billion, respectively, through the channel of buying term of valuable papers.
